How Emergency Operations Centers are aiding the COVID-19 response

As Bill and Melinda noted in the Annual Letter, global health went local this past year. COVID-19 showed all of us how quickly an unknown disease could emerge from a distant community and become a public health emergency in our own backyard. It also reminded us of an essential truth: When it comes to public health, we’re truly all in this together. A pandemic that continues anywhere is a threat to people everywhere—and we need to be organized and strategic about how we work with one another to address it.

That’s why Emergency Operations Centers (EOCs) are so important. These local, field-based offices have built trusted relationships with the communities and people they serve. In normal times, they work to reduce the spread of diseases such as polio to drive progress toward eradication. In a pandemic or widespread emergency like the current one, they can quickly pivot to function as command centers, bringing all key partners together under one smart, coordinated plan. Going forward, if they are sustained, they can help prevent future outbreaks, operating as part of a global alert system that can spot a potential crisis before it spreads.

Here’s the great news: We know that EOCs work. In Nigeria, for example, they have been crucial in the fight against polio. When Ebola threatened the continent, they led community-based efforts to stop the outbreak from spreading. Today, their detection and coordination efforts are at the center of the fight against COVID-19. And with their focus on building relationships and strengthening health emergency systems, they are developing tools and capabilities to take on the public health challenges of the future.
