to develop and apply a comprehensive framework to analyze the impact of taxation and public spending on inequality and poverty in low-income countries (pilot cases: Ghana and Tanzania); and, to develop indicators to assess the efficiency and effectiveness of revenue collection and public spending in low-income countries, with special emphasis on resource-rich countries.
