This is a request for proposals (RFP) for a contract to provide the Bill & Melinda Gates Foundation with standardized and on-demand regional and country intelligence; sector-specific technical analysis; and in-country coordination, logistics, and project management support across several regions in Sub-Saharan Africa (SSA) and across several sectors (full details in the RFP Guidelines at the link below). These services can be provided through a single organization or through consortia. Applicants may propose to cover a subset of services, regions, and sectors however a minimum level of coverage is required as outlined in the scope of the RFP Guidelines.
We anticipate the initial contract to be for a period of one year with the opportunity to extend.
This RFP process includes two stages. Stage 1 (current stage) is a call for concepts from individual organizations or consortia. Concepts will be reviewed according to the criteria outlined in the RFP Guidelines and selected applicants will be invited to complete a full proposal (stage 2). A full timeline for this call is listed in the Activities and Timeline section.
We have a preference for African firms or institutions for this call. However, non-African firms will also be considered if they have a strong presence in Africa.

How to Apply
All submission materials, including an expression of interest, must be submitted via email at firstname.lastname@example.org. In the subject line, include the name of the organization submitting the application (the primary partner in the case of consortium proposals).
To be eligible to apply for this RFP an expression of interest must be submitted by October 25, 2018 no later than 5:00pm PT.
The application itself should include all attachments listed below. Other attachments will not be reviewed.

- Concept Proposal of a maximum of 3 pages using the template provided
- Budget for proposed scope (for period of 1 year) using template provided. At the concept stage this can be relatively high level but should give a general estimate for the specified expenditure categories and basic assumptions for the budget e.g. daily rates. For budget estimation purposes please account for 100 days of on demand services for each region and service are you propose to cover in addition to the cost you estimate for defined deliverables (The 100 days is not an estimation of actual time required but meant only as a means to standardize budget estimation for variable scopes).

Submissions are due no later November 7, 2018 at 5:00pm (PT). Submissions received after this time, or not in compliance with the standards outlined above will not be reviewed for submission.
If the concept is selected to move forward a request for a full proposal will be sent by November 14, 5:00pm (PT) along with the necessary templates and details for proposal submission.
