Carmen Carpio
Carmen Carpio leads the foundation’s engagement with multilateral development banks—including the World Bank, the Global Financing Facility, and the Lives and Livelihoods Fund—on shared global health priorities.
Carmen joined the foundation in 2025 with 25 years of leadership experience in the global health sector and expertise in health finance, policy and analysis, and large-scale, high-profile health systems strengthening and reform projects. She spent more than two decades at the World Bank, including as a senior health specialist for the West and Central Africa region, and served as a consultant to the Inter-American Development Bank. Her U.S. government positions included Gambia country director at the Millennium Challenge Corporation, where she led the development of the Gambia Compact and worked on USAID-funded projects.
Carmen’s experience spans more than 25 countries across Africa, Latin America, and the Caribbean in a wide range of contexts, including small island states, fragile and conflict-affected settings, and middle-income countries. She also played a key role in emergency response efforts, including for avian influenza and Zika in the Caribbean and for Ebola, COVID-19, and drought in Africa.
Carmen’s technical expertise is reflected in her publications on performance-based financing and books that she co-authored on human resources for health. She has a certificate in human resources for health from the Harvard T.H. Chan School of Public Health, a Master of Public Health from George Washington University, and a master’s degree from Georgetown University’s School of Foreign Service, with a focus on Latin American economics.
