Gavin Payne, director, United States Program Advocacy and Communications, leads the team responsible for developing and executing engagement strategies to support the scaling and sustainability of the foundation’s work toward College-Ready K-12 Education and Post-Secondary Success. His team also manages a wide range of large, visible and inter-related policy and programmatic activities addressing complementary issues.
Prior to joining the foundation in 2013, Gavin's national education consultancy provided strategic education counsel; delivered advocacy and technical support to government and non-profit organizations; guided transformation in state education agencies; and built coalitions to implement college and career ready standards.
Previously, Gavin served for over seven years with the California Department of Education as its Chief Deputy State Superintendent of Public Instruction. Additionally, he was a Trustee of the California Teachers Retirement System and has been a member of the West Ed Board of Directors since 2003. Prior to that, he served for a decade as Chief of Staff to the California State Senate Majority Caucus Chair.
Gavin was a Fellow in Public Affairs with the prestigious Coro Foundation in San Francisco. He holds a BA in Political Science from the University of California at Davis.
