Research summary: Digitization for Improved Governance

The Inclusive Financial Systems program works to advance financial inclusion by expanding the availability of low-cost digital financial services. Our strategy includes accelerating the development of digital payment and identity systems, advancing gender equality to ensure that women share in the benefits of financial inclusion, and supporting the development of national and regional strategies that provide replicable models.

We developed a document that provides an overview of how countries have leveraged the spread of digital technologies and infrastructure to improve governance, including by digitizing identification systems, social safety net services such as unconditional cash payments, and government response during emergencies (including during the COVID-19 pandemic). The document also outlines key risks associated with digitization. The document draws on case studies, research, and evidence from more than 40 countries, as well as development economics literature.
