September 15, 2008 Report to the Joint Task Force on Basic Education Finance

 
States and schools should reform the compensation system for teachers’ salaries, according to Washington state’s September 15, 2008 Report to the Joint Task Force on Basic Education Finance. The report recommends the creation of a new performance‐based teacher certification system supported by increased resources for professional development and mentoring.

In addition, the report defines the following legislative goals for Washington state:

  • Realign the basic education definition with new expectations of the state’s education system.
  • Develop a funding structure linked to accountability for student outcomes and performance.
  • Propose policies that are based on research-proven education programs with demonstrated cost benefits.
