Caitlin Mazzilli

Deputy Director, Primary Health Care

Caitlin Mazzilli leads a team that helps governments implement foundational reforms to primary health care systems, including financial and operational reforms. Her team currently focuses on seven priority countries.

Before joining the foundation in 2019, Caitlin served as head of health financing at Marie Stopes International, where she led the organizational strategy for national systems financing integration across 35 country programs. Her work focused on accelerating the transition from donor to domestic financing by increasing public purchasing of reproductive, maternal, newborn, child, and adolescent health services and by implementing contracting and national health insurance linkages, including with private service delivery networks.

Previously, Caitlin was a health systems and financing consultant based in Nairobi, Kenya, working across the region with organizations including PSI, KfW, and UNICEF. She developed standards and provided strategic support for a range of clinical social franchising programs in Kenya, conducted assessments of pharmacies and drug shops for use in access channel development in Somalia, and completed a cost-effectiveness analysis of comparative purchasing schemes for maternal health in Uganda.

Caitlin has a B.A. from Tufts University and an M.P.H. in health economics from the London School of Hygiene and Tropical Medicine.
