Gavin Payne, director, United States Program, Policy and Advocacy leads the team responsible for developing public policy and investment strategies to support the foundation’s United States programmatic goals.
With a passion for education policy and a track record of effectively advocating for education issues, Gavin will be a valuable addition to the United States Program and my leadership team. For the past three years, Gavin's national education policy consultancy has provided strategic counsel, advocacy and technical support to states and organizations, helped transform state education agencies though coaching their leaders and staff, and helped build coalitions to implement college and career ready standards in states.
Prior to starting his own consultancy, Gavin served for over seven years with the California Department of Education as its Chief Deputy State Superintendent of Public Instruction. Before that, he was Chief of Staff to the California State Senate Majority Caucus Chair.
Gavin served as a Fellow in Public Affairs at the prestigious Coro Foundation in San Francisco and holds a BA in Political Science from the University of California at Davis.
